Developed a Monitoring and Evaluation Framework (M&E) for the Performance Challenge Fund (PCF), an incentive program which aimed to improve governance and service delivery in Local Government Units (LGUs) in the Philippines.
Prepared an evaluability assessment of the PCF, and reviewed current and future monitoring and evaluation requirements. Reviewed documentation about the history of the PCF, assessed DILG’s existing monitoring and evaluation systems, and performance assessment and reporting frameworks associated with AusAID’s national and sub-national program. Consulted with PCF program officers, other AusAID staff, and senior staff in the Department of Interior and Local Government (DILG) on the assumptions underpinning the PCF, future changes to the program, and strategic and operational program evaluation requirements. Developed a Theory of Change (ToC) based on the PCF as an Incentives Program Archetype in consultation with AusAID and DILG program management staff. Undertook field visits to Local Government Units (LGUs) in Batangas and Tarlac in receipt of PCF funds to assess the feasibility of the type of M&E activities most suitable for the program.
